We respond to the call by the House of Lords Industry and Regulators Committee for evidence on skills policy, with a focus on apprenticeships and training. 

The UK’s long-term decline of employer investment in training justifies government intervention. Since the apprenticeship levy has reduced available opportunities, we recommend improvements across the apprenticeship system in addition to welcoming the proposal for a new Growth and Skills levy.  

We also propose a long-term skills strategy for post-16 training and education, alongside the strengthening of regional, sectoral and local institutions.
